More CPU Caps

Just integrated CPU Caps project into S10U5. So far it was available only for users of OpenSolaris and SXDE, pretty soon it will be also available for regular S10 users. It is really exciting to see its applications in real life! Finally S10 users would be able to simply say in zonecfg:

zonecfg:myzone> add capped-cpu
zonecfg:myzone>capped-cpu> set ncpus=3
zonecfg:myzone>capped-cpu> end

and limit their zone usage to just 3 CPUs worth of CPU power.

How soon this will be out of the door depends on the speed of the Solaris Update train. I don't know what
are current plans for S10U5 release.
