NetBeans 4.0 beta is out!
I've already been blogging about NetBeans and its versions to come. Have a look at the first Beta of NetBeans 4.0 for yourself right here: http://www.netbeans.org/community/releases/40/index.html
... and let's just track when Eclipse catches up with Tiger support.

I believe the hard part in Eclipse is to look for and deal with the extensive number of plugins available (all having very different levels of quality and features).
Saying Eclipse supports Tiger is like saying NetBeans supported refactoring before 4.0. Some things just have to be part of the "core" of the IDE.

I realize I didn't answer the incremental compile question. Maybe you can elaborate on what you expect from such a feature.
I don't belive this is a must-have to build project incrementaly. ANT does a pretty good job at recompiling only the files which it needs to. It does it pretty fast too. The NetBeans team uses this on its pretty large code base. But again, you may have different needs.
