Nothing worse?

I just saw a quote in the New York times in a story about Connecticut passing a anti-cellphone-while-driving law. The quote was from state rep Richard Roy who said: "There is nothing worse than seeing someone driving down the road, on the phone [...] and there's a child in the back seat."

And I started thinking, "Really? Nothing worse, Mr Roy?"
