I don't see a place to post comment to the cited article I don't think it painted the correct picture, indeed the conclusion may be a bit unfair and misleading.

The author should have also pointed out that, beginning version 3, OOo development has been shifting lots of its non-core features to "extensions", and is trying to provide basically just a framework. As a result, the number of developers and code contributions to the core OOo could be substantially reduced as reasonably expected. This is actually a positive development.
