Processor Sets, and Pools, and Partitions! Oh My!

My summer project is merging the two processor grouping abstractions in the Solaris kernel, whose uses are currently mutually exclusive. This will allow an extremely useful feature of zones, which is currently disabled by default, to always be enabled.
