Unknown NetBeans Platform Application

I don't know what "Fenix" is or what a "Fenix Client" should do, but here's clearly a NetBeans Platform application that is a "Fenix client".

Click to enlarge the (very cool!) pics:

I found the pics above in Rich Unger's blog, although he doesn't know anything about it either:

Can anyone let me know what this apparently very cool application is for, what it does, and who is behind it?

Comments:

hi, it looks like some kind of project manager application for GIS (geographic information system), or a least some task tracking.

Some traslations:

Categorias = Categories
Tareas Pendientes = Pendings Tasks
Tareas Realizadas = Done Tasks
Recordatorios = Some kind of notifications

Ah, I didn't realize when you asked me where this came from. This app was written a couple of years ago in Bariloche, Argentina. Hi Gustavo!

The map section on the top screenshot shows most likely a part of the city of Buenos Aires, Argentina.
Latitude: 34°36'54.95"S
Longitude: 58°22'38.85"W
Any suggestions?

I apologize for the late post.
Those are screenshots of an early prototype for a big app we wrote back in 2006 here in Bariloche, Patagonia, Argentina.
The application helped a local public service company (electrical power distribution, cable tv etc.) to manage complex task force workflows, and of course, featured GIS integration.
Fenix was the code name for the app at the company.
Rich was here on vacation at the time and kindly uploaded those pictures to his blog.

I'm afraid is not public domain software... we wrote it for a private company here in Bariloche.

Urs:
The upper map section shows the response to a query for availability of some services at my house in Bariloche (Piedras 616) together with some useful information to set up connections for those services.
