I installed federation manager on WAS 6.0.2 but has to change web.xml. Rest all worked like a charm. In web.xml, Changed local file reference of DTD to following line. Websphere needs the following DTD declaration <!DOCTYPE web-app PUBLIC "-//Sun Microsystems, Inc.//DTD Web Application 2.3//EN" "http://java.sun.com/dtd/web-app_2_3.dtd">
