Webrev updated to version 23.17

I've updated the 'webrev' script to include some fixes and a new option (-u) to set the user name of creator. By default, that name is extracted from your global .hgrc file now (assuming you're using mercurial of course). If that fails then the script will use the 'id' command. Using the -u command will force the value, so no 'guessing' will take place.

You can get the webrev script from the usual place, and don't forget that there is a brief documentation for it.
