I think it's probably because that page only lists the machines in the TeraGrid. The top500 list is the "offical" list of supercomputers - the latest one is visible at www.top500.org/list/2007/11/100

Note that the BlueGene/L at the DOE has a R(peak) of 596378 gigaflops.

Constellation is wicked fast though - easily number 2!
