DARPA hasnt posted their rationale behind the selection as yet. When that comes out, I'll be happy to post a pointer.
IMO, it is unfortunate that Sun didnt get the contract, despite the strength of its bid. I'm sure its a very complex process and I am certainly not privy to how it works.
Its important to keep a few things in mind, about Sun in this context:
  • Sun benefitted from being in the first two phases of this project. It has brought recognition to Sun's innovative designs in this regard.
  • Sun will continue to place emphasis on HPC marketplace. It will come from Sun's own R&D dollars... remember Sun spends over $2B on R&D; the HPCS contract would have added another $50M to this effort. A very focussed $50M, but still small compared to overall budget. IBM, I suspect, is in a similar position.
  • Lastly, IMO, this allows Sun to innovate on its own roadmap and its own schedule, rather than on HPCS's.
I hope this helps clarify it a bit.
