Update spe implementation notes

I've update the spe implementation notes to version 1.1. The big changes from the version 1.0 from last year are:

  1. Policies use npools
  2. /etc/npool.spe to store the npool definitions
  3. Use of mds_sids and not guuids to describe datasets
  4. Uber-default policy, which is to construct a layout of all of the currently reporting datasets.
