There's no clear definition of the Internet Governance as of now, and there have been lots of arguments by so many people in the context of the Internet Governance. One of the smallest definitions means the resource control of the Internet, especially, domain names and IP addresses, mainly represented by ICANN. On the other hand, there may be more broad definitions including SPAM, viruses, DoS and so on. Historically, we've considered these as small as possible from technical point of view, rather than social one. But it seems the social phase has come more important in these days.On Aug 20th, Internet Governance Task Force of Japan(IGTF-J) was established by four entities related to the Internet in Japan, such as Internet Association of Japan(IAJapan), Japan Network Information Center(JPNIC), Japan Internet Provider Association(JAIPA) and Japan Registory Service(JPRS). This is a non-profit organization in private sector in Japan to research and discuss about the Internet Governance. I am one of board members representing IAjapan.
Its first task is the Contribution to the Working Group on Internet Governance (WGIG) - first consultation meeting 20-21 September, 2004. Geneva, currently on public review.

インターネット・ガバナンスの明確な定義というのは今のところありません。多くの人が様々な議論をしています。最も狭く定義したものが、インターネット上の資源管理、特に、ICANNに代表されるドメイン名とIPアドレスの管理に関するものでしょう。他方、SPAMやコンピュータ・ウィルスやDoS攻撃などを含んだ、より広い定義もあるかもしれません。歴史的に言えば、社会的な観点からではなく、技術的な観点から、できるだけ狭い範囲でインターネット・ガバナンスに関して考えてきました。しかし、昨今では社会的な面がより重要になってきているようです。
8月20日に、財団法人インターネット協会(IAJapan), 社団法人日本ネットワークインフォメーションセンター(JPNIC), 社団法人日本インターネットプロバイダー協会(JAIPA) and 株式会社日本レジストリサービス(JPRS)の四団体によって、インターネットガバナンス・タスクフォース(IGTF-J)が設立されました。これは、インターネット・ガバナンスに関して、日本の民間において、調査研究や議論を行う任意団体です。私は、インターネット協会を代表して、幹事になっています。
最初の活動として、インターネットガバナンス・ワーキンググループ（WGIG） 9月20－21日コンサルテーション会合への意見書（案）の公開レビューを行っています。
