Hey, a little late, but...
What I was told back in the day is that the voice is actually Kim Wilson of the Fabulous Thunderbirds, who is a friend of Scott's. Sure sounds like him.
Is anyone sending these videos over to the http://thenetworkisthecomputer.com people ?? I've got a few old ones, but this is one of the ones I'm missing (hence why I stumbled across this page just now.)

Thinking about it, this particular video might be problematic for public use, as the melody and arrangement are a direct copy of "The Power of Love" -- I'm guessing that's why it got yoinked from YouTube.
There's a later Sun video that's a "Walkin' on the Sun" (Smashmouth) parody, where they've changed the melody enough that it doesn't wander into copyright violation territory. In fact, I think we actually used it in TV commercials.
